and all other maps (Russian vehicles everywhere).

You must have in mod folder two files:
russian_traffic_pack_by_Jazzycat_v2.8.1_base.scs
and
russian_traffic_pack_by_Jazzycat_v2.8.1_def_for_non-russian_maps.scs
or
russian_traffic_pack_by_Jazzycat_v2.8.1_def_for_russian_maps.scs
